Potential Cosplay Idea for future.

I've been having thoughts about cosplaying as a Battle Royale student in the near future (I've also been thinking about cosplaying a Prinny from Disgaea). The main accessory is of course the exploding collar. Does anyone know a better place to get a working collar preferably from someplace local or do I have to get one the hard way and buy one from the internet. There is a link below for reference.

I guess if you wanted to be that authentic you could get it from the net, but if you want to do it on a budget perhaps you could make something out of a child-sized hair band? :?
